On The Ethical Orientation Of The Public Administration

Referring directly to Mr. Zhang Kangzhi's monograph In Search of the Ethical View of the Public Administration, in this paper On the Ethical Orientation of the Public Administration, the author intends to explain the perplexity in the reform of the public administration and make a primary reflection and judgment on the acceptation of the value of the public administration, through reviewing and discussing the theory and practice, history and thought of the public administration. The whole paper consists of three parts: introduction, content, and conclusion. In the introduction, the author introduces the deficiency in the study of the basic theory of the public administration of our country, and confirms the significance of the proposition of this paper and the breakthrough point of research referring to the point of view of Mr. Zhang. There are five sections in the content, each of which analyzes and discusses the theory and practice, history and thought of the public administration from several different aspects in order to give the ethical orientation of the public administration. Through discussing the origin and evolution of commonality and the relation between commonality and the realization of people's value, in section one, the author makes a rough interpretation of the government commonality, and makes this as the logical breakthrough point of this research. In the second section, the author mainly announces the historical and practical value from the aspect of the process of evolution of the public administration. In the third section, the author mainly introspects the theory and thought of the public administration from the aspects of ethics and value. In these two sections, the problems that we make every effort to solve and the basic concept we hold are as follows: any theory and thought, organization, system-designing and the operational mode can not prove self-sustaining and have an insurmountable ethical prerequisites. The ethical and moral judgment of the public administration consists in its operational mode and the combination with what kind of political, economical, and social conditions, and how to realize in their own categories the realization, satisfaction, sustainment and guarantee of human value. In section four, it is mainly a summary of the above-mentioned; here we extract some basic judging factors such as the general characteristics of the modern government and the transition of government's function. Here we look at the historical development, the thought evolution and the transition of the mode of the public administration from the aspect of system changes, so that we could discover all kinds of restricting condition hiding behind and set up a platform on which any kind of thought, mode, and frame can communicate, talk, exchange with each other directly thus avoiding ascribing the origin of the problems to people and stress the role of system-designing. The statements of the localization of the public administration of our country are made on the basis of this kind of imagination. Based on the analysis above, in section five, the author mainly carries on the primary localization to the public administration of our country and gives a brief analysis of the connotations of a serving government. In the conclusion, the author restates the main ideas of the paper and the significance of the research.
