Together with the adoption of the opening and reform policy comes China s transformation of society. During this very era, based on the development, establishment and accomplishment of China' s socialist market economy, the configurations of China' s economy, politics and culture are, too, being transformed, which ensures China' s social configuration which derives from an underdevelopment state. Undoubtedly, all the constructions of economy, politics and culture configurations are carried out under the strict guidance of the government. Nevertheless morals of the government, moral levels of the government staff, and the ethics of formation of the administration will absolutely affect and restrict the social construction and development on all sides.During the process of the economic transformation, the function of the traditional systems has been greatly weakened. In the building of the new system, economic transformation of society makes it a must for administrative ethics to be transformed simultaneously. There, however, does exist a disjunction phenomenon of social mechanism, which ought to be hurdled without delay. Therefore, in the light of the rudimental facts and present problems of China' s current transformation, it is definitely essential to research into the problems of administrative ethics.Nowadays, with the penetration of our country's opening and reform policy and with the continuous readjustments of the social relation of production, a series of conflicts concerning the people's welfares keeps arising in the fields of both economy and social life. Under such circumstances, some officials seek their own fortunes employing the power endowed with them by the people, and twist the law so as to obtain bribes, which further aggravates the social conflicts. As far as China, a growing-up socialist super power, is concerned, it is, without fail, an emergency to alter the functions of the government, to enhance the efficiency of the government and to improve the relation between the government and all the other trades. The key to coping with such tough problems is to enhance the construction of administrative ethics. Hence, this very thesis focuses on the problems facing our country' s administrative ethics in its process of transformation, and concentrates on our country' s criteria concerning these problems, probing into our country' s solution to these problems, offering some suggestions.
