Corruption is a social and historical phenomenon which becomes chronic and stubborn problems all over the world. So the governments and social public pay much attention to corruption that is also called political cancer. Civil servants exercise administrative power and take up the duty of political stability, social management and services functions which relate to politics, economy, culture and people's daily life. Because of close connection with the common people, corruption of civil servants causes great concern to all social sectors. The prevention and control of corruption is one of the important challenges to our party and governments since China's reform and opening-up. Effective prevention of corruption has a bearing on the operation of socialist market economy, the development of socialist democracy and the construction of harmonious society. Therefore, a clear-cut stand of the party and the governments resolutely punish and effectively prevent the corruption. Because our country is currently in the primary stage of socialism and will stay for a long period of time with loophole in system, frame and mechanism, the conditions of breeding corruption completely eliminated still needs a long-term process.The main structure of this paper is divided into three sections. This paper summarizing the types and characters of the corruption of Chinese civil servants since China's reform and opening-up and analyzing the reasons of the corruption of Chinese civil servants from multi-angles tries to seek reasonable and effective ways to eliminate the corruption of Chinese civil servants.In the first chapter, on the basis of adopting case analysis and data analysis, this paper make a deep and concrete analysis of the types and characters of the corruption of Chinese civil servants since China's reform and opening-up.In the second chapter, this paper analyze the reasons of corruption of civil servants from ideology and culture, subjective aspects and objective aspects. From the view of ideology and culture, the dross of Chinese traditional political culture still has wide-ranging influence and fetters political attitude and political behavior of governors. From the view of subjective aspects, civil servants who are affected by egoism are excessive self-interested and very weak in the understanding of law. From the view of objective aspects, both the imperfection of relative legal system and the deficiencies of constraint and supervision on executive power increase the corruption chances of civil servants.In the third chapter, in order to curb the spread of the corruption of civil servants, we must strengthen political and cultural construction of socialism and elevate the ideological and political level of civil servants first. The key element is still accelerating the process of legislation to control the power by law. Secondly, we need to perfect the contents of anti-corruption system and block the loopholes of corruption. Finally, we should improve the efficiency of regulation and supervise the civil servants comprehensively.
