Since the Sixteenth National congress of the CPC, China's higher education has achieved a breakthrough development. The higher education is transferring from the scale of large expanding and big construction in the past to the phase of development of connotation and emphasis on equality. Cai Yuanpei had said that if we wanted to see the society of tomorrow, we should pay attention to the campus of today. As the place of cultivating the special talents, the construction of anti-corruption and advocating the honest and clear is very indispensable. With the continuous development of higher education, there is higher requirement for anti-corruption construction.At the Seventeenth National Congress of the CPC, President Hu Jintao pointed out explicitly that " All Party members must be fully aware that fighting corruption will be a protracted, complicated and arduous battle, attach greater importance to combating corruption and upholding integrity and take a clear stand against corruption. " "While resolutely cracking down on corruption, we will work harder to remove its root cause and take preventing measures through improving relevant institutions and expanding our efforts to curb corruption at the source. We will strictly implement the responsibility system for improving the Party's style of work and upholding integrity. We will deepen reform, make institutional innovation, foster a culture of integrity and develop a permanent education mechanism to resist corruption and decadence, a system for combating corruption and upholding integrity and a mechanism for monitoring the exercise of power."At the Seventeenth National Congress, the CPC made a new location for the issue about anti-corruption construction, summarizing the anti-corruption construction from the task of anti-corruption. And the Chinese communist party put forward the conception of the construction of clean government culture for the first time in history, which aimed to point out the direction of improving the effectiveness of corruption governance and strengthening the construction of anti-corruption.The scope of the article mainly focused on the construction of clean and honest administration culture in colleges. And it scanned the macroscopic background of anti-corruption construction in colleges, and also examined the reality faced in the industry anti-corruption construction. Besides, the article analyzed the new situation and new problems existed in the anti-corruption construction in colleges since the Sixteenth National Congress. According to these situations, we put forward some countermeasures for solving problems, which can be listed as 4parts:The first part includes the related elaboration and significance of connotation of college's anti-corruption construction.
