Township Government Action In The Supply Of Public Goods In Rural Areas To Study

As the implementation of the strategy of building a moderately prosperous society in all aspects and of constructing a new socialist countryside, the rural public goods supply is being the issue that we should pay special attention to in theory and practice. In the rural public goods supply process, township government behavior plays a decisive role to a certain extent. But in reality, the anomie behavior of township government not only cause itself to deviate from their own position but also seriously affect quantity and quality of rural public goods supply, which lead to the low level supply, the obvious unfairness, the high cost, the "high-line loss rate". These problems, on the one hand, cause the confusion of township government own legitimacy and the predicament and identity crisis, and on the other hand, seriously hinder the solution to the problem of "countryside, agriculture &farmers" and also become bottleneck of continuing to promote peasant income, rural prosperity and agricultural development.It is also the responsibility of Chinese politics circles to serve "countryside, agriculture &farmers" questions in reality. This paper, applies the political perspective, with the help of analytic methods of sociology, economics and psychology to lay emphasis on township government behavior logic in the process of analyzing rural public goods supply from practical level and deconstruct the game process and analyze factors that affect the government behavior, thus finding the township government's behavior in basic-level society. In the process of dissecting township government behavior, this paper, based on the contradiction of public and self-interesting, evaluates the government's true outlook on the practical level in terms of "is" government and "should be" government. And it puts forward that the objective presence of government's self-interesting, and government self-interesting should be controlled in certain limits through system construction, what's the most important, subordinating to the public character. In the theoretical study, the rural public goods supply behavior is analyzed based on the emphasis on government's perspective. Research from the basic theoretical footing and fixed definition holds that rural public goods are easy to be treated as the one that distinguishes itself from city public goods. The distinction is in existence, but can't be a hard-core. Many rural public goods actually overflow the rural geographical space and agriculture industrial spatial scope of agriculture. So, the rural public goods cannot be interpreted in the "dual" thinking. Besides, this perspective also alienates itself from the urban and rural public service integration goals. The concept, which is dynamic as well, of the rural public goods we use, is relatively open, namely. The rural public goods mean the public product that aims at satisfying the need of socialist construction of new countryside and provides services for farmers' production. It reflects the trait that the scope of rural public goods supplies and the improvement of social economy. The problem of rural public goods cannot be elucidated on the basis of changing with the development of productivity, advancement of science and technology, public economics of westerners or completely copying the theory of modern property right, due to our national condition of previous debt. From the perspective of the body of provision, obligations should not be assumed to a great extent, but as few as possible. This point apparently mirrors the characteristics of the study-stressing the practice.This paper study emphasizes that the township government's behavior has its particularity in the rural public goods'supply, rural social environment, the historical reasons of rural backwardness, the strategic development of social transition and new socialist countryside construction. That is all our environmental limited factors objectively in the study of countryside public goods'supply. This study focuses the "interest", the basic or original variables, in analyzing the township government's behavior choice, while it also notes the problem of the township government's interests practically and it uses game-comparative models to illustrate the township government's behavioral logic in the rural public goods'supply. It aims to put forward suggestions on how to optimize the township government's behavior, straighten out the rural public goods supply mechanism, establish a reasonable and effective supply system, and promote rural economic, political, social and cultural development.
