Baotou Urban Vulnerable Groups, Government Bailout Behavior Problems

The study on the support of disadvantaged groups and the construction of social security system has very important practical significance for Baotou City, because it will definitely deepen reform, accelerate development, maintain stability, as well as promote construction of regional central city and realize the strategic target of constructing well-off society. In this paper, a series of soft scientific theories and methods are applied, from the experience level up to the theoretical level, attempting to give scientific, reliable and accurate solutions to practical problems under the rational guidance. Meanwhile, the author makes the most of existing data and field researches by combining data analysis and statistical description methods to analyse the problems in supporting disadvantaged groups and constructing the social security system in Baotou City in order to put forward the basic framework and supporting measures. The paper is divided into six parts:The first part, introduction. It puts forward the research background, purpose and significance, and introduces the research situation, ideas and approaches.The second part, the relevant theoretical basis. It introduces the basic concept, and summarizes theoretical foundation on disadvantaged groups, such as the comprehensive theory, justice theory and the sustainable development theory, etc.The third part defines the aid scope of disadvantaged groups in China, and describes the composition of the urban disadvantaged groups.The fourth part, in order to find the source of the problems, investigates the reasons of the existence and living conditions of the urban disadvantaged groups in Baotou through a lot of field investigation and interviews, and on the basis of data analysis and information access.The fifth part expounds strategic framework and basic ideas in support of the urban disadvantaged groups and on the construction of social security system. In terms of solving the problems in ordinary but disadvantaged citizens, speeding up the improvement of the aid system, taking concrete assistant measures and the work implementation, this part explains the details, and then exposes the existent problems in profound analysis.The sixth part, it is concluded that we should or can learn a valuable experience by applying learning and comparison methods, through analysis on the European and American developed countries' social system construction and the relief measures to disadvantaged groups, and combination with the actual condition of our country.The seventh part presents the suggestions about perfecting government aid system of urban disadvantaged groups in Baotou and solving problems. This paper suggests the government continuously improving the aid project trough the following aspects:promoting social relief legislation, establishing coordination mechanism within departments, broadening financing channel, strengthening supervision, increasing investment, paying attention to the cultivation of disadvantaged groups' development,etc.
