With the reformation of our Economic structure, the distribution pattern of existing social resources has been changed and our society has formed new interest patterns. Social divide between the rich and the poor and the phenomenon of social polarization becomes more and more serious. Especially in the city, a large number of the institutional vulnerable groups have been emerged. Laid-off workers have become the important parts of city vulnerable groups. Their economic conditions, political rights, social status are all at the disadvantage in the social. Most of the laid-off workers have certain working ability and strong awareness of participation in public affairs. Their greatest difficulties are employment and pension issues. So they are in urgent need of Skills training and endowment insurance. Some people who have no working ability need the basic life security assistance. As a result, there will be a lot of new difficulty and challenge for social relief work. Now our country has pay attention to the city vulnerable groups to satisfy the social relief needs for city vulnerable groups, such as give a lot of financial support, develop the social retirement insurance system and make many chance to help the laid-off workers to obtain job. But the current social assistance policies can not meet the needs of people, because there are many defects in the system and the implementation process. Not only the social relief can affect the life and work of the vulnerable groups, but also they can affect the stability of social order and social integration. In order to construct the harmonious society. It is important for us to understand the city vulnerable groups living conditions and there social relief demands, try to build a diversified, multi-level social assistance system in political, economic and cultural fields. In the process, vulnerable groups of individuals, the government power, urban communities and social organizations are very important. In this paper, at first, I describe the laid-off workers living conditions and there relief needs, especially the role and function of current social security measures who can meet the people relief needs, as well as the social recognition. Secondly, I try to analyse the reasons of the failure about the social relief, from the own capabilities of vulnerable groups, social assistance policy and social support network. Finally, I put forward some suggestions for these problems. I try to explore the social advantageous condition, mobilize the enthusiasm and initiative of all the social subjects to improve the scientific validity, the quality of life about the vulnerable groups and meet their needs by certain social relief.
