The Wuyuan Back Anhui Sports Policy Network Analysis

Wuyuan back to Anhui movement which aimed at changing government policy decision, was a 13-year social movement initiated by common people. The whole process of movement showed the interaction of confrontation, game, or cooperation between elites and people in the context of national change. Most of the current researches on Wuyuan back to Anhui movement were analyzed from the historical, geographical points of view. This thesis will analyze the movement from the points of view of public administration and policy science.The thesis aims to go beyond traditional State-centered and Social-centered power research approaches, study the process of Wuyuan back to Anhui movement through policy network approach by focusing on interdependence between actors. The first phrase of this research will categorize the complicated membership of participants of the movement by using R.A.W Rhodes's policy network typology. The second analyzes the complicated interactions and causality between governments, professionals, interest groups by using Marsh&Smith's dialectical model of policy network theory. Finally, it makes further analysis of the movement from the perspectives of the strategies of social movements, citizen participation in decision-making, actor skills to influence policy.As weak policy participants, Wuyuan producers and common people constitutes close civil network, they are the main advocates of the issue. In the first phase of the movement, they increased wuyuan event as a public event through media. In the second phase, they used a variety of integrated strategies, made famous political and academic person involved in the incident. Medias, professional networks and government networks are linked together, forced an alliance to lobby the central government. In the third phase, they comprehensively interacted with the government network directly, and finally realized the policy objectives.Inspirations of the thesis are:The adjustment of the administrative layout is a national political behavior, a historical process with a diversity of levels and complex structure, mainly involved adjustment of interests. Governments should consider history, culture, geography and other factors comprehensively, should pay more attention to the citizen participation whose interests are relevant, and be more concerned about the views of experts and scholars in the government decision-making. The rise and development of social movements do not necessarily lead to social instability, or maybe more dynamic harmony actually, if public opinion can be fully expressed; In the future, the government should establish an open network government along with more scientific and democratic decision-making involving multiple actors, in order to achieve better interaction between citizens and government.
