Citizen Participation In Network Era And Policy Making

Network citizen participation and the influences for public policy making have began to enter people’s perspective and give rise to widespread concern since2003"Sun Zhigang event" sparked a national public policy change. Internet technology-based network of public space as a new public domain, expands the channels for citizen participation, provides a platform for citizen participation and public policy making. In recent years, the number of internet user increases rapidly, network citizen participation and the influences for public policy making has become more and more conspicuous. The positive role of network citizen participation and policy making has been recognized by all sectors of the community, however, the limitation of it led to Inequality and imperfect of citizen participation and decision-making. Accordingly, the research of network citizen participation how to affect public policy making, how to ensure it developed orderly and healthy by government, seems valuable.The aim of this paper is to analyze the issues of network citizen participation and public policy making, grasp current status of the network of citizen participation and the situation of mainly participators by empirical analysis, start dialectical analysis through the perspective of negative influence of network citizen participation and public policy making, provide according suggestion for realistic problems, then find some effective solution for government. Thereby it will contribute to treat network citizen participation correctly by government and social, make sure that network participation really become an effective method of citizen participate policy making.
