Along with the level of economic development in our country getting high and high, people’s living standards, life quality has been further improved, social transformation not only make the people’s demands for democracy increasingly stronger than before, but also actively promote the role of the government from the "management government" gradually become "service oriented government". As is known to us all, Public policy is an important way for government to manage public affairs and provide public goods and public services. Therefore, public policy should meet the basic needs of the people, The citizen participation in the formulation of public policy can ensure that the interests of the citizen is not damaged, and ensure that the formulation of public policy can reflect most of the public opinion, which is conducive to the development of socialist democracy in China.Now the rise of network communication technology has brought a new look to the whole society. The Internet has opened up a new path for the traditional citizen participation by its unique good characteristics. Citizen participation in the network make up for the defects and limitations of the traditional citizen participation, It makes more and more people realize that they have their own subject rights, so that more and more public opinion spread to the public policy field. Ensure the progress of the public policy formulation is smooth, citizen participation in the network is of great significance to the formulation of public policy.The research object of this paper is citizen participation in network on public policy making. Firstly, the author analyzes the background and significance of the research object, introduces the research status and literature review both from our country and abroad, introduces the basic connotation of good governance theory, deliberative democracy theory, new public service theory, providing a theoretical basis for the paper, and analyzes the positive and negative effects of the citizen participation in network on public policy formulation. Then through the concrete case analyses the present situation of our country’s citizen participation in network on public policy formulation, pointed out that our country’s citizen participation in network on public policy formulation has the non-rational issues, and the unbalanced development problem and the problem of the overflow of Internet liberalism, and analyze the causes of these problems from the perspective of government and citizen. Secondly, from the government aspect and the citizen aspect, the corresponding solutions and some personal suggestions were put forward.On the government aspect, the government should change the traditional work idea, bring the concept of democracy into public decision-making, actively carry out the project of network infrastructure construction, and make great efforts to popularize the network basic education. Develop the information technology and improve the function of the E-government,and the government should establish a sound mechanism to ensure the healthy operation of the citizen participation in network, strengthen the network legislation and the establishment of the corresponding rules and regulations, which ensures that the public space of the network is civilized and harmony. On the aspect of citizen, we should improve our participating subjects’ awareness; and improve our political participation ability and experience; regulate our own words and deeds when we are in the network, and we should use network in the proper way; actively cooperate with the government departments, together to create the ideal society. Finally, it is certain that the citizen participation in the network is of great significance to China’s socialist democratic politics.And it has great prospects and value.
