With the development of market economy, the household registration system resulting in the agricultural society and the traditional planned economy has not adapt to the age. Since the reform of China's reform and opening up,the towns has also undergone great changes, and management of urban households showed indicators of control by the central government into local government by setting their own trends in home conditions。On the basis of analyzing national trend of urban household registration reform, the paper compares the urban Hukou qualification settled by local government. The research shows that in China there are regional differences in the Hukou qualification. We hope that through such regional differences can provide a theoretical basis for deepening the reform of household registration system.From the perspective of public policy and government functions to start, this paper argues:settled in cities and towns more and more local discretion in the context of management of the household registration system is not only a tool for population management, but also a powerful means of local competition. An operable way of analyzing the obstacles to household registration reform can from the relationship between China's current financial system and urban residence registration start, and public policy theory has also provided us with an appropriate research tool.
