At the new century, with the development of economy and society and in order to meet the requirement of the development of the times, the system of household registration management experience the overall relax, and partial reforms stage. From the perspective of household registration management system of the establishment and development, this article generally introduces the development process of the household registration system before 2000, and the reform scene in new century.From the second part, the article introduces the reform scene of household registration system and analyses pointed out that currently resident in the reform of the national policy adjustment, the binary gap, and industrializing and urbanizing background the gap, and summarizes the domicile of the reform of the three stages : the first stage of form2000 to 2003 for the reform of the whole household ; the second phase of the stage form 2004 to 2008, domicile reform and opening up to tighten the coexistence ;the third stage to stage form 2009 to 2010, the reform the household continue to push forward and big cities are apart adjusted the census register policy.. In the process of reform, it presented a different characteristic, also appeared a lot of problems for the city. These questions concentrated expression of public resources nervous, in the short term cannot satisfy the requirement of people, especially the urban and rural household register after reunification, between urban and rural areas in family planning, land, social security and other policies docking, many problems, but not been settled satisfactorily.On the basis of analyses reform, in the end, the essay also puts forward a reform of the household registration own the countermeasure and the suggestion. The urban and rural policy focuses on well, solves the docking urban public resources, and pushes forwards the problems of shortage of public resources. Thus it must establish the household registration system, give the household registration system clear position and perfect urban and rural areas supporting measures. At last, it will support measures for solving foundation dualistic urban-rural gap.
