The Research On The Reform Of Household Registration System Of China’s Urban Floating Population

Since China adopted the reform and opening-up policy in late1978, the economy has developed rapidly, and the urbanization has also come into a new stage. During city’s rapid development, labor force plays a significant role, and floating population is a specific group in our urban society and it plays an indispensable role in our economic society. With the limitation of dual household registration, floating population have no the equal access with the urban citizens. They have made great contributions to the city’s development, but they have encountered with difficulties in basic social security, such as employment, medical treatment and education. China has accelerated its reform, and some areas have already established their pilots for household registration reform, but these are not effect. Thus, a study for seeking out a feasible reform for the urban floating population is important and necessary for China.On the foundation of household registration reform study,this paper begins with related concept definition, and analysis the household registration policy changes of floating population and difficulties in the reform of floating population household registration after the foundation of our nation, and explores the policy development and the new practice of China’s floating population household registration reform. At the same time, suggestions about following theme will be given:establishment of new law for household registration which allows free migration, remove the public services which related to household registration, and household registration is only for statics, establishment of national residence permits to assure the free flow of population, promotion of the urbanization which can make the equality of resource allocation come true.This paper includes6chapters:Chapter1:introduction.
