Execution Of Community Social Correction

Penalty treatment socialization, an inevitable trend during the human penalty history evolution, is a new idea and way to implement the penalty. The community correction is an inevitable outcome for the social civilization to develop into a certain historical stage, and is an important symbol of increasing rationalization of criminal policy and social development. The community correction agrees with current idea of penalty execution socialization, which is one main form and an important component of penalty socialization thought. The community correction has spread from the initial 6 provinces, autonomous regions and municipalities supervised directly by the state in 2003 over all the country so far, which has been plays an important role in maintaining social harmony and stability, lowering the cost of penalty implementation, carrying out the helpful exploration and accumulating abundant experience. But meanwhile, the problems and obstacles occurring in the process of improving non-imprisonment implementation system are severely influencing and constraint the realization of exertion of the community correction system and the purpose of penal treatment. It is pointed out in this paper that based on taking the foreign mature experience as references and our current conditions and practices. Many aspects of work including the progress of criminal judicial idea, the legalization, implementation and organs of community correction personnel need to be constructed in a rational way. Thus, the system according with penalty treatment socialization idea with outstanding Chinese characteristics can be established gradually to improve the civilization of our penalty treatment implementation system.
