Along with the reform of dwelling house and the development of the property management industry in China, fundamental changes occur to the real estate property, neighborhood and property management. Owners play the key role during the property management process. The owner autonomy organization consists of all the owners based on the division of ownership of buildings. However, laws and regulations of such an organization cannot be found in China. And the regulations of owners'general meeting and owners'committee are very vague, so it brings much difficulty to the implement of owner autonomy while there are a lot of disputes happening between owners and owners, owners and owners'committee, owners and real estate service companies.Based on the principle of owner autonomy, considering laws of other places, this thesis aims at trying to offer useful solutions to settle problems happened in daily life by stating the reasons of establishment of the owner autonomy organization, regulating the working of the organizations related.This thesis consists of three chapters. In the chapter one, the author gives a general introduction of owner autonomy, including the definition, principle and the important meanings, especially emphasizes the legal foundation—division of ownership of buildings. In the chapter two, the author points out the problems in Chinese regulations and offers possible choices by analyzing the laws of other countries and places, the author suggests that the name of the owner autonomy organization should be written in our law, and we should choose non-corporation pattern instead of legal person pattern by comparing them. In the last chapter, the author gives some suggestions about how to make the owners'general meeting and owners'committee work more efficiently, how to define the rights and responsibilities of both owners and owner autonomy organization.
