The property management is the inevitable production when the real estate market develops to a certain level. Along with the deeper reform of housing system, property management becomes more and more important. At the same problems about houses come out more and more. And the society pays much more attentions. The Owner self-ruling organization is the most important part of property management. Therefore, correctly understood Owner self - ruling organization's legal status is extremely essential .The preamble of this paper is an introduction to the background and necessity of this research, serving as a cornerstone of this paper. I attempt to find the problems, solve the problems, straighten out the legal relationships in proprietors' autonomy after analyzing the present autonomous system, set up the suitable proprietors' autonomy organizations, and provide some advices in constructing a proprietors' autonomy legal system applicable in China's particular situation.The third part is on the Plenary meeting of the Home Owners. The chief content is on the legal status. Secondly, this part discuss, the authority of the Plenary meeting of the Home Owners. Thirdly, the content is about proprietors' convention. The proprietors' convention is very important content beside proprietors' autonomy. So I discuss the effect of proprietor's pledge to market as the basis of proprietors' autonomy.The fourth part is on the Committee of the Home Owners. The Committee of the Home Owners must be influence to human relationships, relations between human and society when it is constructing its the system, its law position and its operation mechanism.The five part is about the relation ship of the government and the Owner self-ruling organization. The society transformation means that the government is changing from the"with full power"to"limited"and"service"one, from the social management of one-center to multi-center. Because the government oneself asks the change, promoting the development of the society, at the same time, the social development requests the government to further decentralize its power, changing its function, reforming its leadership method.The conclusive part is a summary of research, offering the feasible advice to the solving of existing problems. The author hopes that his advice is conducive to the construction of harmonious society.
