After World War II, Japan transforms from the aid-received country to the aid-giving country. In the process to pursue the economic interests and the political power, Japan's foreign aid policy which depends on the Japanese rich soft authority resources becomes the important means for Japan to propagandize own superiority outward, attracts other countries, improves relations with the other nations. The Japan's government already realized the important meaning of the foreign aid to the soft power ,and takes it the important means to utilize the soft power. Joseph S. Nye, Jr. advances the soft power theory serves for the US, On the contrary Japan is restricted in the military power, the process it pursues the power in the international politics is remarkable different from the US. This article studies the Japan's foreign aid under the soft power theory, analyzes the distinctive qualities of the Japanese foreign aid .The first part: First introduces the soft power concept. Then induces the characteristics of the way to Using soft power, including: self-consciousness, non-compulsory, interactive and long-term.The second part: Japan's foreign aid development process. This part will divide the history of Japan's foreign aid into five stages.The third part: Analyzes the Japan's foreign aid under the angle of the soft power Theory. Inspects the characteristics of the Japan's foreign aid: Selectivity, public participation and Care the global questions.
