In the developing process of regional economies, act of government's influence is more important. Since the reform and open policy, Chinese economy has developed in high speed; this cannot separate with the influence of our country's act of government. But we also can see that Chinese regional economies development accumulated many contradictions and questions, whose main performance is the non-balanced of regional economies development. The development of our country's regional economies has an obvious characteristic of government-leads the, the non-balanced of regional economies development is also precisely the result of act of government. On the one hand, strategies such as giving development priority to eastern part our country and city have led our country economy rapid. But on the other hand, such strategies also have laid down the hidden danger for our country economy long-term development. Until now, the regional economies difference enlarges unceasingly, which has restricted our country economy considerable development. Thus it can be seen, the act of government has the obvious economical influence.Then, it is worth studying, what influence to the regional economies the act of government actually has, as well as what is the machine-made principle of the act of government affecting the regional economies development. Through the analysis of regional economies development condition, we may discover that affects of the regional economies development mainly displayed in three aspects: natural condition, factor inputs and act of government. And the act of government's influence is in the core. The government mainly affects on some region the economic development by optimizing market environment, then affects the direction, the speed and the quality of the regional economies development. The author thought that the act of government mainly comes from two stratification planes to the regional economies to have the influence, Regional economies developmental strategy stratification plane and regional economies development policy stratification plane. And, in development policy aspect, the government mainly forms the influence to the regional economies development from aspects of community policy, manpower policy and industrial policy and so on.For the system research of act of government to regional economies influence, this article has selected a set of strong indicator system of act of government to the economic development influence, based on which established the act of government influence measure model. Then taking Jiangsu Province's regional economies development as the example carries on crosswise and longitudinal compares the act of government and the economic development of Southern Jiangsu, Sino Jiangsu, and northern Jiangsu areas, and carries on the empirical analysis to the measure model. Finally, unifying Jiangsu Province's analysis result, this article provides the policy suggestions to further consummate our country's act of government, and promote the region balanced development.
