Through two decades of reform and open-door policy, private economies of China have already obtained brilliant achievements. As the fresh power in driving China's economic development, they take a very important role in national economy. With quickening pace of international economic integration and globalisation, especially 'vith China's access into WTO, they encounter opportunities of a new round of great development. However, private economies also face lots of difficulties and problems in the process. Therefore, further investigation into the theory and practices of private economic development in new period is meaningful and with great theory value, and simultaneously it will promote the rapid, healthy and sustainable development of private sectors and will boost them to power the economic construction and social development.I. Historic and temporary studies of China's private economiesIn the narrowest sense, the essential core of private economies is non-public ownership economy, i.e. economy, which is of the private and by the private or private business. From the sense of ownership, private ownership is its main feature. In the broad sense, the internal determinant of this concept is "who manages the business". Thereby, there is neither direct nor necessary link between private business and private owned business. In another word, private business is not always accompanied with private ownership. Meanwhile, of the people doesn't mean that the private could not carry it out, either. Therefore, in general, private business centers on the nature of governance of assets, not of its ownership. In this dissertation, the study object is the former one, i.e. the economy bodies that belong to the private and are managed by the private, abbreviated hereby as private economies.Looking back China's history, government-run business has all the time occupied the dominant position in social economic life. Its large scale seriously hampered the birth and growth of private business, but private economies still exit in its crack undauntedly. Since 1949, China's economy broke away from the bondage of feudal and autocratic governance and stopped relying on foreign capital. The phenomenon of the state-owned and the state-managed does not desalinize or disappear. Inversely, under the guidance that socialism means eliminating private ownership, the proportion of the state owned and the state managed in national economy became larger and larger. At the same time, the development of private business confronted the unprecedenteddifficulties. Until the Third Plenary Session of the 11th CPC central Committee, change occurred. From economic level, the economic mechanism reform is oriented by the market and starts from the rural household contract responsibility system with remuneration linked to output, which provided the possibility of the birth of private business. And the series of reform measures and gradually improving market system offered the good developing space for the growth of private business. As for social environment, the central government has issued a series of policies and measures that encourage individual and private economic development, aroused the positive factors of the different parts, liberated the productive forces, and had built a solid external environment to promote the rapid and healthy development of private business.Near half of a century after establishment of the People's Republic of China, private business experiences five stages, i.e. backward stage, take-off stage, augmentation stage, stagnation stage and rapid-increase stage. Through more than 20 years' development, it developed into certain scales. Especially in some developed regions, various typical developing modes come into being, for example, Sunan mode, Wenchou mode, Zhu river Delta mode and Chongguancun mode and etc. Because of different forming conditions, basis, features of enterprise system, and government function, the four above-mentioned modes maintain their own characters and to certain extent, have different problems in the...
