Police Information Disclosure Under The Public Security Files Use The System Perfect

Information disclosure, the responsibility of government to construct Administration Disclosure, is the important resource to build a lawful and sunny government. It is an inevitable demand of the progress for the socialist political civilization for police security organs, as one part of government bodies, to carry out police information disclosure in the course of effective implementation of governmental information publicity, which poses severe challenges with all-wave influence on police work.In this thesis entitled "On The Perfection of the Access to Public Security Files Under the Police Information Disclosure", starting from public security filing in police service work, and the information use system, I am studying the correlations between the publicity of police information and the administration of the public security files. In accordance with the laws and regulations and the current mode of the governmental information publicity, I am proposing a new mode of police administration of establishing public inquiry venues of police information at the security file administration organizations. Through the research on the perfection of public security files, and the exploration of the corresponding measures to promote the managerial level of public security files, I am studying how to expedite the pace of the disclosure of them, strengthen the construction of the basic business and teams, and the corresponding system of public security files and publicity of police affairs to the development of the Captial public security work so as to regulate police work by files, strengthen the basis of public security work fundamentally to provide better serve for the policy making, the grass-roots and the actual combat.This thesis includes three parts.Chapter one is the introduction of the basic theories of public security files management and an overview of the utilization of police files, in which detailed analyses of the concept of public security files and in-depth exploration of the significance of the utilization of public security files and file disclosure are made, and the relationship between police information disclosure and the publicity of police security files are explored, based on which suggestions are offered to establish public inquiry venues of police information at the security file administration organizations.Chapter two conducts an all-round and detailed analysis of the status quo of the management of public security files, and on the basis of the research in chapter one, asks some questions about the institutions, scope and procedures of public security files management and the utilization of the public security files.Based on the questions posed in chapter two, and meriting the reference and study from domestic advanced experience, I am introducing the regulations of Secrets Act, Archives Act and the Copyright Law of the People's Republic of China to restrict the scope and normalize the procedures of the utilization of the police files aforementioned for favorable practice. Finally, on the basis of my working practice, sound advice is offered on the perfection of the utilization of public security files.
