The cadre personnel files record the cadre's personal growth experience,moral ability and diligence,which is an important basis for understanding and selecting and appointing cadres.The Auditing of cadre personnel files is an important means for the management of civil servants.In recent years,the falsification of files has greatly challenged the credibility of the government.There is a serious crisis in the trust of the government and cadres.How to prevent cadre files from forging,how to improve the level of cadre personnel files management,how to better play the role of cadre personnel files,and how to give full play to the basic role of cadre files are important issues in the current cadre selection and management.How to improve the level of cadre personnel files management,how to better play the role of cadre personnel files,and how to give full play to the basic role of cadre files are important issues in the current cadre selection and management.This thesis is divided into three parts---introduction,main body and conclusion.The main body is divided into four chapters.In introduction,this thesis expounds the research background and significance,researches by China and foreign counties as well as the theories related to personnel files management,theory tools and methods of research.Chapter 2 summarizes the basic concept and development of cadre personnel files management.This part defines the concept of cadre personnel files management,analyzes its characteristics and principles,and introduces the development,basic situation and new environment of cadre personnel archives management.Chapter 3 takes Henan Province as an example to introduce the main contents and key tasks of cadre personnel file management,which is including collection,identification,classification,sorting,auditing and so on.It focuses on the cadre personnel file audit work,including the function,general situation,content,method,steps,development trend and effect.Chapter 4 analyzes the problems and reasons in personnel files management,mainly including the obsolete concept of management,the low degree of attention;the non-standard collection and management of file materials,the existence of false files;insufficient implementation of archives audit work,the problem is not handled strictly;the low utilization rate of personnel files,the backward digitalization construction and so on.Chapter 5 put forward suggestions based on the analysis of cadre personnel files management problems,which is the countermeasure and suggestion part of the thesis.Five suggestions include that changing the concept of cadre and personnel files management;improving the cadre personnel files management system;optimizing the files audit mechanism;improving the quality of management staff and strengthening professional team building;strengthening digitalization construction of personnel files digitization.The last part of the conclusion summarizes the necessity and importance of strengthening the management of cadre personnel files.
