The basis of the national security is the army,the base of which is the soldiery. The basis of soldiery is derived from conscription. The modernization of the army is directly influenced by the quality of the new recruitment. How to solve the problem is to adjust the targets of the conscription. So recruiting from the university,in which there are many students who have good qualities and physique,is the big act to enhance the national defense construction and improve the soldiers qualities under the new circumstances.It was in 2001 that the revised "Regulations on Conscription" was carried out. In accordance with the regulations,our country raised the compulsory servicemen from the graduates of some of China's first full-time colleges and universities,which is the significant strategic decision of the State Council and the Central Military Commission,the important policy to improve the qualities of soldiers and to optimize the structure of troops,and the comprehensive and basic work to enhance the national defense and the army construction. However,it is not easy to implement the recruitment. It is because it has been not long before the carrying out of the compulsory servicemen from the graduates of the full-time colleges and universities that the whole recruitment is still immature. In addition,as the patriotic education and the recruitment is not thorough enough in several advanced areas in finance,modernism and development,the total numbers of the predicted compulsory servicemen from the full-time universities can't live up to the ordered percentage,which even has turned out that the recruitment has failed to be accomplished.Through studying the fulltime university students and relevant personnel participating in the recruitment in Shanghai,the article is represented on the basis of "the theory of stimulating expectations". Through the development and sublimation for the relevant management concepts and management ways in the existing management models of the recruitment,with the hope to strengthen the patriotic education of the university students,the article aims to come into the formation and establishment of the material-saved,human concerned and people-oriented management models.The article,taking the full-time universities in Shanghai for example,divided them into three parts,according to the relationship of administrative subordination,reform of the way schools are operated and the position of the strength. Through questionnaires form students and the relative personnel,we understand the basic situation and problems to the work of conscriptions in the universities.The article is written in the hope of putting forward the strategies to improve the recruitment management models and further to promote the implementation and development of shanghai's recruitment of full-time university students.
