Yunnan Frontier Regions Of Long-term Mechanism Of The Student Village

Introducing collage students to village as village officials is an important measure to foster Socialistic successors who have deep emotion with works and peasants, and a significant support to well-off society and Socialistic new rural. The village official project provides a platform which is helpful to collage students'growth and has significant meanings to keep stability in frontier minority area, to adjust structure of official groups, to train talents and backbones, to promote reform in rural, to relieve pressure from employment and to improve the livelihood of people.According practice and experience come from the project, village officials would fund a stage where they can put their talent to good use, the employment of collage students and the new rural building in frontier minority areas would achieve at the same time. Yunnan is a backward poor mountainous province which is at frontier and has many minorities; it's the important and difficult point of building well-off society and Socialistic new rural. In order to attract and encourage more and more graduates to the grassroots organizations, the central and local governments have instituted a great many of preferential polices and social safeguard measures. According local reality Yunnan government refine the regulations of the college graduates employment to the rural based. During the process, some grassroots government has made remarkable progress: there are deeds that village officials lead the masses to be rich in Wenshan and Dehong. But in the process, appear some problems due to Yunnan's practice: economic development is not balanced between minority areas; polices about religious and minority areas has not implemented yet; rural population are in low degree of education; Social development level is low, education, culture, science and technology develops slowly; the various influence abroad is increasing.This paper fund problems in village official project such as positioning unclearly, can't adapt to the environment, can't complete masses work, village official policies can't implement, based on research about Yunnan's practice that Yunnan's economy and society development falls behind with other east provinces and has a large number of poverty populations, minorities, and religious. Aim at these problems, writer give the solutions how to establish the long-term mechanism in officials'selection, participation, development and mobilization. First, design scientific selection mechanism so that bring excellent village officials to base organizations, lead them make contribution to new rural building; second, build effective participation mechanism and make policies batter so that collage students could fund suitable position and happy life in frontier minority areas; third, build fine development mechanism and strengthen innovation and guidance so that village officials could do the work with their wish; fifth, explore mobilization mechanism so that complete the linkage between five level government and virtuous circle at last.
