On Little Village Official's Long-term Mechanism Of Chongqing Mode

The plan of little village official is an important decision offered by the Party Central Committee and State Council for the urban and rural development, and building of new socialist countryside. With the implementation of large-scale hiring the college graduates to serve the village in the country, Chongqing has officially launched and implemented the"little village official"plan since 2008. For years'development, the"little village official"plan in Chongqing has formed a unique"Chongqing mode", causing widespread concern from the country. Based on the research of the"little village official"of"Chongqing mode", the thesis explores its"Chongqing Mode"operating system features, and puts forward proposals to improve the long-term mechanism through the"Chongqing Mode"empirical research.This thesis consists of six parts. Part one serves as introduction, describing the research background and significance, research status, theoretical basis,research methods, research ideas and innovation. Part two firstly gives an overview and specific definition of the"little village official"policy, and introduces the existing policies. And secondly recalls the major two activities that the support to rural areas from the cities of human resources in China's history—the educated urban youth'going and working in the countryside or mountain areas, and the developing course of the"little village official"plan, and compares the two as well. Part three carries out the study on"little village official"and"Chongqing mode", mainly starts from the background, significance and evolution of the policy, and then extracts the new points of"little village official"and"Chongqing mode"based on the horizontal contrast between"Chongqing mode"and others modes in other provinces and cities. Part four is about the status and problems of"little village official"and"Chongqing mode". It divides the"little village official"chain into upper, middle and lower reaches, and vertically compares the implementation of the policy, analyzes the status and existing problems of the policy in the following eight aspects: recruiting selection, assignment, training, communication, help, protection, assessment, employment and entrepreneurship. Part five includes suggestions on how to further improve the long-term mechanism of"little village official"of"Chongqing mode", mainly in the aspects of extension, improved selection and distribution mechanism of the upstream; improvement of the mid-stream"civil service"protection mechanism, helping and supporting mechanism and incentive mechanism; improvement of the downstream business and export mechanism and"second career"routes. Part six is conclusion.This thesis mainly adopts comparative analysis, literature research, and historical research methods to give an objective and comprehensive analysis of the innovation, status and existing problems of"little village official"policy of"Chongqing mode", based on which to improve the long-term mechanism. Two points are expected to get from the analysis: on the one hand, it's supposed to be able to give the decision-makers, managers and implementers some reference and clues; on the other hand, it's hoped to own some reference value to the relevant researchers.
