| Corruption is a major political issue in front of all countries in the world.Especially since the reform and opening up,with the rapid economic development in our country,the problem of corruption has also constantly arisen and spread.Of course,there are many factors that lead to corruption.One important reason is the institutional reason.The imperfect system of the power operation mechanism and the inner-party supervision mechanism,some institutional mechanisms still have loopholes and the power runs irregularly.This reality urges the party and the government to actively explore new anti-corruption measures and measures while strengthening punishment and deterrence,that is,by strengthening the anti-corruption and anti-corruption system and giving full play to the system's root causes,with a view to achieving effective governance of corruption.The problem of corruption cannot be eradicated in the short term,but it can be controlled under a scientific and rigorous system.The core of the anti-corruption system is the code of conduct that regulates the exercise of power and ensures that power is not abused.Discipline inspection and supervision organs at alllevels as an important part of anti-corruption work play an important role in promoting the anti-corruption system.However,due to constraints of various factors such as system,authority and environment,discipline inspection and supervision organs also face some difficulties and problems in promoting system construction.This article takes the specific task of the discipline inspection and supervision institution in Shaanxi Province as a research sample to objectively and accurately analyze the outstanding problems existing in the current anti-corruption and anti-corruption system,such as the lack of authority to promote institutional development and the low level of system construction,lack of coordination with other agencies,and imperfect system implementation mechanisms.At the same time,through drawing lessons from the successful experiences of certain institutions and countries that have a higher degree in anti-corruption,such as Sweden,Singapore,and Hong Kong.We propose to deepen the reform of the disciplinary inspection and supervision system and further promote the countermeasures against corruption and advocating the establishment of an integrated system.That is,anti-corruption agencies establish the unified anti-corruption organization,and based on the overall situation to strengthen the top-level design,establish cooperation and cooperation mechanisms,establish and improve the implementation mechanism of the system to achieve the purpose of effectively curbing and controlling corruption,further promote comprehensive and strict management of the party to develop in depth,consolidate and win the fight against corruption overwhelming victory. |
