| As the number of Chinese aging population growth accelerating, more and more children and elderly people live apart. Domestic "empty nest elderly" and "elderly people living alone" is no longer an individual phenomenon gradually appeared in some areas. In this background and policy support, China’s pension institutions are achieving transitional development. With the changing of the demands for the community, we must pay attention to these defects that the pension institutions lack of specialized skills. Also, we have to face those tough problems which the service of pension institutions can not satisfy people’s needs.According to the author’s questionnaire inquiry and in-depth interview, the support statement for elder in W County exists both generality problems of the whole country and peculiarity problems of W County. It is affected by economic and social attitudes and other factors, the degree of transitional development in pension institutions in W County is not in line with the requirements of Ministry of Civil Affairs has put forward in 1984. Because there are large amount of young people migrate for work, the traditional family supporting model doesn’t gradually adapt to the demands of provide for those local elderly in W County, which supplies a large number of potential clients for W County pension institutions. However, as far as concerned, the size of W County pension institutions can not satisfy the needs of the community. Meanwhile, because of the limited support from external environment for pension institutions, the specialization degree of W County pension institutions is still very low.As the only welfare agency belongs to W County Civil Affairs, A nursing home has changed from simply accept national policy about supporting "Three non-elderly" in the past to gradually open to the public, which accepts a small amount of self-paid elderly. However, the resources of endowment in W County obviously do not compatible with the pension needs of local residents. Moreover, W County nursing home supporting model is still focus the material support, it lacks concern about other aspects of the elderly. In order to assist transitional development of the pension institutions in W County and a better living environment for local elder, the author does fieldwork at W County nursing home who focus on the problems in service delivery of W County pension institutions, as well as to explore the feasibility of the way social worker’s intervention in W County pension services. The author aims to provide an effective reference for the transitional development in W County pension institution services. |
