On The Relationship Between Democracy And Cadres

The relationship between the cadres and the masses is a wide rage of theoretical and practical problems. This paper makes a preliminary analysis on the relationship between the cadres and the masses from the authorized democratic perspective, and uses the power, right, value, institution and their relationship in the authorized democracy to analyze the essence and the alienation reason of the relationship between cadres and the masses in new era.This paper also puts forward the path of building closer relations between cadres and the masses finally.This paper introduces the concept of the authorization democracy which includes four basic elements that are power, right, institution and value.Besides, it preliminary analyzes the connotation and essence of the relationship between cadres and the masses and treats that the relationship as a kind of authorization and authorized relationship.It embodies the essence of the principle of people’s democracy.This paper tries to establish a simple analytic model based on the operation mechanism of authorized democracy and focuses on the analysis of the authorized democracy that plays positive role in the development of democracy politics, especially in the importance of close relationship between cadres and the masses.The operation mechanism of authorized democracy can reflect that the power is given by the people, resolve the problem of the excessive concentration of power, and can spur the cadres to use the power consciously and legally to make sure that the power is used for the people and the cadres have an emotional tie with the people.This paper deeply analyzes the alienation reasons of the relationship between cadres and the masses from the perspective of authorized democracy.It thinks that the distorted view of power, the unreasonable structure of power, the lack of the public’s political participation and the weakness of cadre personnel system are the most influencing and deepest factors.This paper puts forward the path to build closer relations between the cadres and the masses based on the analysis in the above.It thinks that we can start with the value guidance, restriction of power, authorization of democracy and system guarantee to strengthen the dynamic mechanism to contact with the masses and serve the masses to keep the relationship between the cadres and the masses close and harmonious.The analysis of the relationship between the cadres and the masses from the perspective of the authorized democracy in this paper have certain innovation significance, but it still has some room for improvement.It thinks that in order to resolve the problem in the relationship between the cadres and the people fundamentally, it is needed to construct scientific system and mechanism of authorized democracy.
