Research On The Phenomenon Of Commuting Cadres In Towns

The phenomenon of commuting cadres is a common phenomenon in today's society,and it's also a hot issue concerned by the government and the public.The research on the phenomenon of commuting cadres in township,can make the public accurately understand the current situation of cadres,and accurately grasp the deep-seated causes of commuting.It is beneficial to enrich the theoretical research on human resource management in public sector,but also promote the modernization of the governance system and governance capacity.In addition,it is of great practical significance in promoting the strategy of rural vitalization,promoting the integration of urban and rural areas,strengthening the relationship between the party and the masses,strengthening the cultivation of cadres,reshaping the image of the government at the grass-roots level,and consolidating the ruling foundation of the party.Based on the investigation and analysis of the four townships in Anhui,this article uses the social role theory,self-identity theory and comprehensive incentive theory to conduct a comprehensive study of the phenomenon of commuting cadres in township from the following five parts.First,the introduction mainly introduces the origin of the topic,the significance of the topic,core concepts,literature review,theoretical basis,research ideas and research methods.Second,on the basis of the questionnaire survey,this article describes the status of commuting cadres in terms of house purchase,transportation,commuting time,duty system,incentive measures,etc.And further analyzed the main characteristics of township commuting cadres in terms of geographical distribution,number,gender,age,willingness.Third,the paper analyzes the causes of township commuting cadres from the aspects of urban-rural dual economic structure,transportation and communication technology,supervision system and promotion policy of grassroots cadres,role conflict and survival anxiety of township cadres.Fourth,the paper analyzes the advantages and disadvantages of township commuting cadres,and points out that its positive role is to help township cadres to do things fairly,maintain family stability and harmony,enhance their ability to work,and promote the economic development of the township.Its disadvantage is that it may weaken the authority and credibility of the party committee and the government,affect the work attitude and efficiency of the township cadres,damage the legitimate rights and interests of themasses,waste human and material resources,and worsen the grassroots political ecological environment.Fifth,from strengthening the ideological education of township cadres and strengthening the sense of service purpose;narrowing the gap between urban and rural areas,improving the satisfaction and fairness of township cadres;improving the management system of township cadres and enhancing the internal motivation of cadres themselves;strengthening the humane care of township cadres and solving the worries of cadres and other aspects,this paper put forward countermeasures and suggestions,so that township cadres can truly devote themselves in their jobs.
