Research On The Relationship Between The Promotion Of Cadres And The Development Of Local People's Livelihood

Since the reform and opening up,China's economy has been developing rapidly and continuously.The reason why such great achievements can be achieved is that the government behavior,especially the local cadres actively seeking development behavior is one of the important factors.On the theoretical level,the theoretical views and analysis of the local cadres' motivation for development in the process of the success of the reform are also constantly emerging,"promotion championship"theory is one of the representative views.The "promotion championship" reveals the institutional mechanism of cadre assessment mechanism in the formation of cadres'behavioral motivation and further promoting local economic development.In practice,the assessment and selection of cadres by the central government is not limited to the development of local economy,but more reflected in the comprehensive assessment of cadres to promote the development of regional people's livelihood.Theoretically speaking,the contribution of cadres to the development of regional people's livelihood is the result of institutionalized behavior,and the promotion assessment of incentive and restraint of cadres' behavior is an important issue to investigate this institutionalized behavior.Therefore,it is very important to explore the relationship between the promotion of cadres and the development of regional people's livelihood under the constant change of cadre assessment indicators.Based on the existing research results,this study proposes hypotheses to explore the relationship between the promotion of cadres and the development of regional people's livelihood under the adjustment of the change of cadre assessment indicators.This paper collects the position information of provincial Party committee secretaries and governors in 23 provinces,5 autonomous regions and 4 municipalities directly under the central government from 2000 to 2013,and then constructs the cadre information database,and uses probit model to predict the relationship between the promotion of cadres and the development of regional people's livelihood.The main reason why this paper chooses the group of provincial Party committee secretaries and governors is that it is difficult to obtain cadre information Besides,the study area is divided by province,which is one of the important reasons for choosing the group of provincial Party Secretary and governor.In this paper,the development of regional people's livelihood is described by the "regional development and people's livelihood index(DLI)".It is found that there is a significant positive relationship between the"DLI" and the promotion of provincial Party Secretary and governor.In order to reflect the regulatory role of the change of assessment indicators,this paper introduces variables at this dividing point in 2006.The empirical results show that the relationship between cadre promotion and "regional people's livelihood development index" is different due to the assessment indicators in different periods.During the period from the 14th to the 16th National Congress,the relationship between cadre promotion and "development and people's livelihood index" was significantly positive.From the late stage of scientific development concept to the 18th National Congress,the relationship between cadre promotion and "regional people's livelihood development index" was more significant than before.That is to say,from the fourteenth to the eighteenth National Congress,with the continuous change of cadre assessment indicators,the relationship between cadre promotion and the development of regional people's livelihood has changed.The central government pays more and more attention to the development of regional people's livelihood when selecting and employing cadres,which also plays an important guiding role in the scientific development of China's economy and society in this period.This paper attempts to explore the related issues of cadre promotion from the perspective of adjusting the changes of assessment indicators,which is different from the previous theoretical discussion of cadre assessment indicator system or the relationship between cadre promotion and economic development.However,due to the fact that the assessment indicators for cadres can not be directly obtained by the state,and due to the limitations of the selected samples in the empirical analysis,the final conclusion of this study has certain limitations,and some views need to be further explored.
