Central Committee of the CPC Central Bureau is an agency in central China during Anti-Japanese War. Under the leadership of the CPC Central Committee, it has overall responsibility for the work of the Communist Party and the New Fourth Army in central China during 1941—1945. Compared with other central agency, the Central Bureau has its own characteristics and advantages. At the same time, the Central Bureau was involved in all the major historical events and activities, or even plays a leading role in some certain events during this period. However, due to the limitations of the role, it also has shortcomings. Essentially, in a condition that Japan, the Kuomintang, the Communist puppet regime and the CPC had overlapping domination, the Central Bureau just played a role which executed the central authority’s instructions. But even so, there are still a number of issues worth combing and research about the Central Bureau of the CPC during this period, such as what an institution it was, what kinds of activities it involved, and how its role was reflected in those activities, and what was the relationships between it and the New Fourth Army and so on. Discussion of these issues is clearly of great significance and value.This paper is divided into six parts, including introduction、conclusion and four other parts.The opening describes the significance of the topic of this paper, current research, data and research methods.The first part is the establishment and organization of the Central Bureau. First, the Sixth Plenary Session of the CPC established the strategic--- "consolidating the north, and developing Central China". In order to better lead the work of the Communist Party and the New Fourth Army in central China, the CPC Central Committee decided to set up Central Bureau in the central region. Secondly, it mainly focuses on the organization and personnel changes of the Central Bureau.The second, third and fourth parts described the major work carried out by the Central Bureau in detail. Mainly involved: First, the citadel construction: including Anti-Japanese democratic regime, financial and economic, cultural and education and so on. Second, the military work: including the establishment of "three-pronged" system of the armed forces, to carry out guerrilla warfare against Japan and the puppet army’s "clear township" policy, "mopping up" policy, cherishing government and love the people, support for optimal resistance movement against Japan, etc. Third, the construction of the CPC, includes the party organization and the rectification movement and so on.The last part is the conclusion. It mainly summarized the work carried out by the Central Bureau and drew lessons from the past, meanwhile give the author’s evaluation: the CPC Central Bureau is located in the hinterland of the Kuomintang regency district, and it was the forefront of KMT and CPC’s revolt to the Japanese invasion having to face some important and complex situation, all of this determined its extremely significant position. Evaluation and summary of the Central Bureau will help us gain a clearer and profound understanding of it.In this paper, the study of Central Bureau of the CPC Central Committee, tries to show the whole picture of a central agency. Indeed, due to the ability of the author, the lack of archives and other conditions, to achieve this objective also requires a certain academic accumulation. What this article has done is just a little bit sketched the whole picture of the CPC Central Bureau. Despite that, I still hope that this study can help illustrate a substantive issue ——the nature of the times and its own position determine the historical status of the CPC Central Bureau.
