In the early days of the War of Resistance, most of the frontline battlefields of the Kuomintang collapsed and the vast majority of the nation in North China rapidly were immersed in the opponent area. From the end of 1937 to the fall of 1938,Japanese troops successively occupied Henan,Yubei,Yudong and Yudong. However,Henan's unconquered area had become the rear of the North China War and the defense of the Great Northwest, which occupied a strategic position in the national war of resistance. In order to adapt to the changes in the situation and give full play to the leadership of the Henan Party organization in the National War of Resistance Against Japanese Aggression, under Chairman Mao's call,in Septeber 1937,Henan Provincial Party Committee was established in Kaifeng and Zhu Lizhi was appointed as secretary. The following year, the Henan Provincial Committee moved to Zhugou Town,Queshan County,Henan Province, and continued to lead the Henan people's anti-Japanese struggle. At the same time,in order to further correct the party's right deviation mistake and improve the party's organizational development, the Sixth Central Committee of the Communist Party of China decided to withdraw the Central Bureau of the Yangtze River, with Wang Ming as secretary, and established the Central Committee of the Communist Party of China, with Liu Shaoqi as the secretary. As the party's dispatching agency in the Central Plains region, the Central China Bureau played a major role in leading the War of Resistance against Japan in Henan. With the gradual opening of the anti-Japanese war in Central China, the Central Plains Bureau also continued to invade the enemy of Central China. The Central Plains Bureau also moved from Henan to Anhui and Jiangsu. The anti-Japanese bases in Central China were established and consolidated in succession. The New Fourth Army continued to grow and prospered, causing panic within the Kuomintang. Therefore, incidents of common friction occurred frequently.Under the leadership of the Central Plains Bureau, the New Fourth Army and the Eighth Route Army all worked together to achieve a victory in the fight against stubbornness, and to consolidate the anti-Japanese base areas while advancing the gradual completion of the "Developing Central China" strategic mission. The first chapter of this article mainly introduces the establishment andrevocation process of the Central Plains Bureau, the organizational structure of the Central Plains Bureau, the scope of jurisdiction, and the unique features of the Central Plains Bureau. The second chapter mainly describes the creation process of the Central China Bureau's Central China Base and the relocation of the Central China Bureau. The clues which starts from the process of entering the Central Plains into Central China are the starting point for the maintenance of the united front and the creation of the base area. They served as a vehicle to demonstrate the general context of the Central Plains Bureau from opening the Sino-Japanese War situation to completing the development of the Central China mission. The chapter mainly discusses the military strategy formed by the Central Plains Bureau leading the New Fourth Army and the Eighth Route Army in the fight against stubbornness. The fourth chapter specifically analyzes the important contribution made by the Central Plains Bureau to the party's construction during the establishment of the Central China Anti-Japanese Base Area. The last three chapters of the article are "a united front, armed struggle, party building," a vivid expression of the three magic weapons that the Chinese Communist Party defeated its enemy in the Chinese revolution. The Central Bureau of the Central Committee of the Communist Party of China, under the leadership of Liu Shaoqi and a group of Party leaders, firmly seized upon this fundamental issue of the Chinese revolution and continued to promote the successful development of the revolution in Central China.
