The development of market economy and the transformation of society provided a new opportunity for the development of charitable organizations in our country, and promote these charitable organizations to become more professional and specialized. In this process, firstly, we must establish an efficient and enthusiastic talent team whose core is to apply the theory of human resources to establish and improve the personnel incentive mechanism which not only pay attention to non-material incentives, but also material incentives(primarily incentive compensation). Employees of charitable organizations should be given to proper treatment, in order to lay a good human resources support system for the development of charity. But after a full investigation we found that charitable organizations face lots of problems, such as the low remuneration and satisfaction of the practitioners, the imperfect social insurance and other related welfare and so on which have resulted in the problems that it is difficult to recruit proper employees and lead to a loss of the existing staff of the charity organization. These further caused a lower overall operating level. Therefore, we should improve the personnel compensation and benefits package, so that the practitioners can enjoy a reasonable treatment. However, we face some obstacles in public awareness, government policy and sponsors’ management fees extraction, making it hard to improve the employees’ payment and hindering the development of the charitable organizations and roles to play. The thesis aims to analyze the current status of charities payment and find the compensation issues so that we can further seek solutions to the remuneration policy making. The article includes five chapters. The first chapter describes the background and significance of the charity organization compensation study, reviews the research status of charitable organizations at home and abroad, and we find that compared with study abroad, study at home is clearly insufficient. In addition, the first part also defines what is charities, charitable organizations compensation and other related concepts to define the object and scope of the research. The second chapter explore the compensation theory and its application in charity remuneration, and put forward the basic principles and values to determine the remuneration policy of the charity. The third chapter deeply analyzes the current status of charity organization compensation and explores the remuneration problems the charitable organizations encountered in the development process and restricting factors of raising pay levels for the staffs. Chapter four, we analyze the practical interpretation of Britain and the United States in remuneration policy and system, and explores the theory and practice of enterprise compensation management, in order to provide meaningful reference for charitable organizations of our country in the establishment payment policy and standards. The final chapter, we offer some related suggestions of both the macro policy and micro strategy in the view of the actual salary of charity organization of China, and in-depth analysis of the compensation policy adjustment after the compensation of moral risk prevention measures.
