In the background of risk society in China, social conflicts happen frequently,because the major administrative decision-making generally involves the vital interests of the public, it becomes the source of risk and has brought severe challenges to our traditional way of maintaining stability. To run through the risks,change the administrative institutes’ views, reduce the costs of government decision-making, promote the order administration and service administration balancing, establish and improve the major administrative decision-making social stability risk assessment system is particularly important.
