Research On Mechanism Of Social Stability Risk Assessment

The reports of the 19 th National Congress of the CPC has made it clear that to strengthen the mechanism for preventing and resolving social conflicts and raise the social stability risk assessment to a new and more important position.The public security has a close relationship with social security,and the important decisions of the public security organs affect the vital interests of common people,which are also concerned with the overall situation of reform,development and stability.As a major measure to promote comprehensive governance and source control,the mechanism of social stability risk assessment of major decision-making for public security organs needs to be deepened in academic research and fully implemented in practical work.But due to the lack of corresponding theoretical guidance,this paper,aimed at carrying out a theoretical system of social stability risk assessment for the public security organs and provide theoretical guidance for the stability evaluation of the real work,following the central deployment and combined with the actual public security work,under the guidance of the theory of public policy,risk society,risk early warning,etc,will make systemic research by applying the method of expert consultation method,literature review,and the method of combining qualitative research with quantitative research.Firstly,this paper proposes to build a mechanism of social stability risk assessment of major decision-making for public security organs.It standardize key elements such as basic principles of constructing the mechanism,the main composition of the mechanism,the object,the main content,the operational process,the application of result and so on.This paper will also clarify the operational process of the stability evaluation mechanism of the public security organs,which will determine the evaluation object,formulate the evaluation plan,solicit opinions from all sides,comprehensively analyze and forecast,decide the risk level,and form the evaluation report,so as to make it operable.It will also carry out an empirical analysis on the stable evaluation model of the third party evaluation in Suining,Sichuan Province and Xuzhou,Jiangsu province.Secondly,this paper will explore the establishment of the index system of risk assessment of social stability of major decision-making for public security organs.It screens the specific risk index through the expert consultation method and the literature review,to get the assessment through the analytic hierarchy process,which is the weight of the indicators of legality,rationality,feasibility and risk,and it will calculate the overall risk index to classify the risk level to make it scientific,so as to better serve the mechanism operation.Finally,the paper will put forward the perfect path of completing social stability risk assessment mechanism of major decision-making for public security organs,which willstrengthen the leadership of organizations,deepen the public participation,promote the third party assessment,establish responsibility and other supporting system construction,to better promote scientific and democratic decision-making,prevent and resolve social conflicts at the source,and maintain the social harmony and stability.
