Research On The Improvement Of Policy Implementation Ability Of Major Decision-making Social Stability Risk Assessment

In recent years,As industrialization and urbanization accelerated,major mass incidents caused by major decisions occur frequently,which seriously affects social stability.In the face of the increasingly severe situation of social stability,the state has introduced the policy on risk assessment of social stability in major policy making and quickly implemented it throughout the country,playing an important role in maintaining social stability,making decision-making more scientific and democratic,and promoting social equity and justice.However,there are still many problems in the concrete implementation of policies,among which the improvement of executive power is particularly urgent and prominent.Therefore,this research guided by the marxist theory of social stability,in the western theory of risk society,for reference,in the important decision of our country social stability risk assessment policy framework and implementation procedures and requirements,the implementation carried out on the basis of a summary which is currently the most widely in the field of promoting policy executive power,the most urgently needed to solve problems,The social stability risk assessment of W Hydropower Station project in T County,Baise city,Guangxi Was selected as a case to carry out in-depth and detailed research.Study found that although the project compares a standard social stability risk assessment procedures,content more comprehensive,index selection is reasonable,the desired result,but there are also grasp the policies and compliance procedures of consciousness is not strong,the public mobilization ability remains to be enhanced,the assessment of professional level to enhance,evaluate results using four obvious problems such as inadequate.The main subjective reasons are the lack of effective communication and coordination mechanism between the subject of execution and the lack of understanding of the subject of execution.The objective aspects are mainly the lack of clear policy provisions,the lack of professional ability of policy implementation personnel,the difficulty in evaluating fund security and the lack of supervision.In view of the above problems,this paper proposes to improve the ideological understanding,strengthen the main body coordination;Strengthen the team building,improve the professional ability;Strengthen publicity and mobilization,expand public participation;Increase the investment of funds,improve the supervision mechanism and other countermeasures.The limitation of this paper lies in that the factors affecting the implementation of policies are extremely complex and diverse,so the contents involved in this study are obviously very limited and the depth of discussion is obviously insufficient.At the same time,it is uncertain whether the conclusions can be extended to a larger scope and field because the case study method is adopted in this study.All this requires further research.
