The aim of government’s leading-in the ISO quality management system is to improve the management efficiency and quality, but there is some obstacles in the leading-in process. To solve these obstacles reasonably is insurmountable subject when the government carries out the ISO quality management system, which is also the feasible way of enhancing the government’s public administration and public services.This article analyzes the experience from the government’s leading-in the ISO quality management system systematically and uses a case as model to research and analysis the public management application problems of ISO quality management system. Find out the dilemma and reasons encountering in the government’s leading-in the ISO quality management system in the public service, at the same time, we explore the optimization way to run ISO quality management system in the government public services. Research intended to point out that, in the view of total quality management dimension, the main way of public service optimization is establishing the principle of the use of the ISO quality management system optimization and improve the public service evaluation index system according to the ISO9000 standard to build public service evaluation system, on the basis of this, we can seek to optimize the construction of public service guarantee mechanism of ISO quality management system.
