Research On The Countermeasure Of Implementing Free Education Policy In Shaanxi Province

To construct a harmonious society, first of all, we need to promote social justice, which is the goal we pursue. Social justice is the essence of socialism and the fundamental condition of social stability and harmony. The educational justice is the foundation of social justice. Citizens of any society should have equal access to education right. No one should be deprived the opportunities to accept education or pursue further studies because of domestic conditions. The purpose of education is to improve the quality of the nation. Therefore, it should be popular education. Only free education is the real popular education, covering all people. Based on the background of the educational reform proposed in National People’s Congress and Chinese People’s Political Consultative Conference in 2014, this paper chooses the free education policy as the research object. We study the policy of free education in Fugu County, a wealthy county in Shaanxi province in the western region of China, as the research case in details. We fully study and summarize the contract theory, fair education theory, and new public service theory. Then we make use of these theoretical results to analyze the free education case in Fugu County, which shows that the free education policy causes great effect. However, this paper also points out the problems existing in the implementation of the free education and the reasons for these problems. On this basis, we propose the countermeasures against these problems to improve the free education policy in Shaanxi province.
