| Sichuan Tibetan region includes 32 counties in three ethnic autonomous prefectures(Aba,Ganzi and Liangshan).It covers an area of 255 thousand square kilometers and has a population of 2 million 152 thousand.Because of the harsh natural geographical conditions and historical reasons,its social economy lags behind,the education development is backward,social is relatively unstable.These have caused some obstacles to the development of the region and overall the country.In order to promote in the long period of stability and maintain national unity,promoting economic development,improving the quality of Tibetan population in Sichuan Tibetan region,narrowing the gap between Tibetan and developed areas in Sichuan,the Sichuan provincial Party committee and the provincial government lunched the formal implementation of Tibetan region "9+3" free education program in September 2009.This paper selects Aba Prefecture as the investigation area.The research analyzes the current situation of "9+3" free vocational education in Sichuan Tibetan region and Aba Prefecture,and summarizes the achievements of this policy.To investigate and research "9+3" student,local masses,"9+3" school,employers,the government department through the method of questionnaire investigation and interview.Combine the micro procedure model of policy execute with the interactive theoretical model.Focus on the analysis of the problems of "9+3" free vocational education policy in policy advocacy link,implementation link,monitoring link and feedback link.Such as lack of depth of policy advocacy,the government intervention in "9+3" student employment leads to irrational use of human resources,lax control of enrollment,too many levels of information transfer affect management efficiency,lack of communication between superior and subordinate departments and the training plan is out of line with the actual needs.Some suggestions are put forward to improve the policy from the aspects of propaganda,the relationship between government and market,monitoring,policy feedback system,school enterprise cooperation,training plan.Such as increasing policy advocacy,the government and the market should form a benign interactive relationship,using effective market information to broaden the scope of employment "9+3"students,strengthening admission control,strengthening teaching supervision,improving the scalability of policy,improving policy feedback system,deepening the School-enterprise Cooperation,optimizing training program for grass roots. |
