The conflict-of-interest theories of Marx and Engels tell us that all the activities of human beings are for interests. So, all that people fight for are closely related to their interests. Since interest is the root of social activities, the government as an entity also has interest demands. Basically, the government also consists of basic persons. Therefore, the interests of government are objective reality.But, the government is a special interest subject. Basically, the government is a service agency, its existence is for the whole country and community and people’s interests. So the essential interest of the government should be based on the interest of the whole society. The government is a "public man " of public interest, and it is the subject for general welfare. However, facts proved that the government also an "economic man" of its own interest demands, and works for own benefits. China covers a vast geographic area, with a large population. For this reason, the government has difficulties in management. So the function of local government is prominence. The country can’t develop without the development of local. Also, the local can’t develop without effectively govern of local government. Therefore, to study the governance of Chinese local government must to find the path of effective governance from the aspect of local government interest.With the transformation of social economy, the status of local government also changed. The central government explores and adjusts the delineation of power and distribution of resource about the local government. On the one hand, the local government is the representative of public interest. It must take whole society as the criterion, work for local development and exercise in people’s interests. On the other hand, the local government also has the features of "economic man" to realize self-interests certainly. But, driven by self-interests and extended power could easily cause the problem that the local government ignores even injures whole society interest meanwhile develops its own interest. In addition, while it has imperfection of power supervision, corrupt behaviors will be easier breed. The local government even cuts out various resources in the name of pursuing regional interest, so that ignores local people’s survival and development. Therefore, the existence of local government’s conflict-of-interest provides the basis of studying interests of local government.At present, various social problems take place in our country frequently, the fundamental reason for that is the government doesn’t play a correct role in management. The local government isn’t aware of the duty in process of administration so that it pursues self-interest excessively and ignores its publicity. So we need to begin with two-sided in order to realize the publicity and good governance of local government:on the one hand, the reasonable interest demands should be satisfied for the local government, so that make the local government pursues self-interest within its ability. It can improve the motivation of management, so as to the local government will be very motivated to realize public interest. On the other hand, the illegitimate interests of the local government must be kept down and suppress the expansion of the self-interest. Thereby, in order to achieve the goal of good governance, the governance model of the local government should be improved. So this paper puts forward some suggestions of effectively governance by means of studying interest of local government, and hope that our government can make continuous creation and coordinate the publicity and selfishness.
