Research On Local Government Performance Accountability Mechanism From Perspective Of Good Governance

The storm of accountability in 2003 started the institutional construction of administrative accountability in China.Both central and local government have explored the construction of administrative accountability system and passed a series of regulations,which was aimed to investigate responsibility of the government officials who caused major accidents and heavy losses by misconduct.However,with the again surging of the accountability storm and emerging of the new rules to the accountability,governments didn't improve the performance necessarily.The previous administration accountability system often neglected efficiency accountability and performance behavior outcome accountability.It breeds the idea of “inaction” among the civil servants,and causes inefficiency.The problem of sloth administration has increasingly been prominent.Nowadays,sloth administration governance has gradually become normalization.Under this background,it is very urgent for the political construction and economic development that we should build government performance accountability mechanism and curb the inefficient,and enhance the sense of government responsibility.In recent years,under the advocacy of the central government,levels of local governments have explored the construction of performance accountability system and achieved remarkable success,such as,“Government Effectiveness Revolution” in Wenzhou,and “Storm of Governing The Mediocrity” in Wuhan.But in general,performance accountability is still in the theoretical and practical exploration period.Under the traditional mode of government management,when some local governments implement performance accountability,it reflects some characteristics,such as unitary subject of accountability and the simply using of the result.What follows is the unfair treatment results,lower motivation and other problems.All these make performance accountability questionable.In the context of modernization of national governance,there is a strong correlation between achieving the goal of good governance and improving the performance accountability mechanism.From the perspective of good governance,it is of great practical significance to analyze the drawbacks of the existing system and to comb the concept and connotation of performance accountability mechanism,so that it can truly become a tool for the government to implement responsibility and enhance performance.The content of this paper is divided into five parts.In the first part,on the basis of defining relevant concepts,the author interprets the concept of performance accountability from the perspective of broad sense,and analyzes the elements and operation process of performance accountability mechanism.In the second part,the author summarizes the theoretical connotation of good governance,analyzes the feasibility and necessity of applying good governance theory to guide the construction of performance accountability mechanism,and puts forward the connotation and characteristics of performance accountability mechanism in the view of good governance.In the third part,the author analyzes the current situation of the performance accountability of local government,and introduces typical practice cases of three levels of local governments at provincial,municipal and county levels,and sums up the characteristics of local government performance accountability.In the fourth part,from perspective of good governance,the author analyzes the defects and their causes in the local government performance accountability mechanism.In the last part,according to the causes of the problems,guided by the idea of good governance,the author puts forward that local governments could perfect the performance accountability mechanism by establishing and improving accountability starting mechanism,responsibility identification mechanism,information sharing mechanism,accountability response mechanism,and legal safeguard mechanism.
