Discussion On The Synergy Between Government And Grassroots Public Interest Organizations

In recent years, with the development of economics and civilization of Chinese society, many grassroots non-profit organizations come out. They play a more and more important role in helping government do societal management, develop societal product and offer societal services. They also make a contribution to maintaining social stability, solving social problems, building a harmonious socialist society. However, there are still many problems in the cooperative work between the government and grassroots non-profit organizations. Therefore, it is very significant to discuss the cooperative work between them.This essay is based on the empirical case of the cooperative work between the R city government and the local grassroots non-profit organizations, with the application of documentary analysis method, field investigation and comparative analysis method, have a deep discussion of the cooperative work between government and grassroots non-profit organizations. We start with the introduction of the definitions of grassroots non-profit organizations and cooperative work, then based on present situation of R city we analysis the problems existing in the cooperative work between grassroots non-profit organizations and government, and the reasons of the problems. Meanwhile, with the reference of the experience of America and Japan, we discuss the positive cooperation between the government and the non-profit organizations in four ways: firstly, make the relationship clear from the following four areas: functional relationship, responsibility relationship, benefit-based relationship and trust relationship. Secondly, creative government administration, including creative a new relationship between the government and grassroots non-profit organizations, improve and perfect relevant laws and the supervision system and give the organizations financial support. Thirdly, focus on the self-improvement of grassroots non-profit organizations, regulate the inner management system, enhance professional standards, and strengthen the awareness of the cooperation. Fourthly, create a pleasant non-profit social environment, use social media to advertise the non-profit organizations, make people be more enthusiastic about voluntary activities and creative a better platform for the cooperative work between government and grassroots non-profit organizations.
