The forgotten arctic once again into the people’s field of vision through melting arctic ice, because of its potential energy resources value, the channel value, military strategic value, become the focus of national competition. The arctic issues have become a hot issue in the international political fields at present. In order to occupy a favorable position in the arctic competition, many countries start to make arctic policies, strengthen its power in the arctic. The Arctic has a lofty status in Russian’s National Strategy, it’s the most favorable factor to recovery the power. In recent years, America continuously increasing its focus on the Arctic affairs, safeguard the fundamental security interests in the Arctic. Canada and other Arctic countries frequently hold military exercises to protect their interest in Arctic. Japan, Korea, and China also take part in the Arctic affairs. In May 15, China was approved to join the Arctic Council as an observer, this indicates that China has made a step forward in Arctic affairs. Therefore, in order to safeguard China’s interest in the Arctic, we must make China’s Arctic policy as soon as possible.The paper have carried on a detail analysis and research on the arctic issues, and put forward the choice of China’s Arctic policy. This paper is divided into three chapters, in the first chapter, an overview of the arctic regional situation, the arctic administrative conditions and the history of evolution of arctic issues are summarized. In the third chapter, the paper analyzes the arctic policy of China, the research significance and the legal basis for China’s participation in the arctic affairs, and the arctic policy in China and the north and China’s practice was analyzed, and based on the analysis put forward the role of China’s participation in the arctic affairs. At last, Chinese arctic policy suggestions are put forward.
