Research On The Equality Of Public Service Under The Background Of New Urbanization

New urbanization is the focus of future development in our country,and the long-term incentive in the development of China’s economy and society, and also an important symbol of industrialization and modernization. The connotation of the new type of urbanization is the people-oriented. While people-oriented is one of the most important performance of equalization of public service. New towns provides institutional guarantee to the development of the equalization of public service, pointing out the development direction of people-oriented. Equal public services by improving the livelihood of the people, enrich the development of the new type of urbanization connotation.In order to discuss the relationship between the urbanization process and the basic public services more clearly and directly,this paper uses relevant data in China from 2007 to 2013 for empirical analysis. By establishing a new theory model of the relationship between urbanization and equal basic public services,showing that the urbanization rate is the variable of public fiscal expenditure significantly,theurbanization process of our country has significant positive influence on the scale of public service, and the capacity of government supply has a direct and significant effect on the final number.Since the reform and opening, the urbanization process of our country has been speeding up, the urbanization rate rising from 17.92% in 1978 to 54.77% in 2014, catching up with the steps of the world urbanization. Urban quantity, scale, economic structure and so on, have greater improvement. Under this background, the scope of public service expands unceasingly, the quality of also has significant improvement. The urban and rural free compulsory education has a full implementation.The basic medical and health service system has been completed. The social security system is perfecting. However, which should not be ignored is that China’s urbanization development still faces the problems of connotation quality and development level. In terms of equal public services, there is still facing with gaps between urban and rural areas, county, groups, and many other problems.Insight into the public services of equalization under the background of the new urbanization, there need to deepen the reform, to find out of a new coordinated development road of urbanization and the equalization of public service. To achieve this goal, this article gives the path selectionfrom the aspects of education, health care, social security and infrastructure, and puts forward the corresponding policy suggestions.
