A Research On China’s Rural Equality Of Basic Public Services

Since China adopts the reform and opening up, it has made remarkable achievements in every field, such as the improvement of Socialist Market Economy, the enhancement of economic power and comprehensive national strength, a well-off standard of people’s living in general and the promotion of China’s international status. But at the same time, we must realize that our society exhibits new features:a period with golden developing opportunity and serious contradiction. At present, China’s reform enters a stage where critical problems need to be addressed, new contradictions are bursting out rapidly and deeper problems emerge continuously, especially the widening of urban-rural gap, the lag of development of social undertakings, and the unsatisfied needs of famers about rural public service. If these problems can’t be solved immediately, the problem of agriculture, rural areas and peasants will be further intensified, which will affect sustainable development and modernization of social and economy.The thesis is based on the research of equality of rural basic public services, in positive and comparative analysis, to analyze the main problems and reasons of equality of rural basic public services. Therefore, we can learn from developed countries’experience, so as to choose proper measures.The thesis is divided into four parts:In the first part, the relevant theory about basic public services will be elaborated, including the definition of basic public services and equality of basic public services, and the research progress and situation at home and abroad.In the second part, it carried out a detailed analysis on the main problem and the cause of non-equalization of basic public services in China’s rural areas, which is the main part of this thesis. The reasons include the non-equalized strategy between urban and rural areas, the irrational right of government between the administrative affairs and the financial affairs, the irrational system of the financial transfer payment and a block in the expression of farmers’ demanding.In the third part, I select the USA, Japan, and Australia as a case to analyze their measures on realizing equality of basic public services, so as to summarize and learn their experience.In the fourth part, it searches for proper measures to realize the equality of basic public services in rural areas. Firstly it needs to strength the reform on the public financial system; secondly it needs to improve the transfer payment system; thirdly it needs to construct the integration of urban and rural public services; fourthly it needs to accelerate administrative reform and to establish service oriented government.
