The modern concept of governance is considered that to provide a certain level of public services is the core function of the government, and the core issue of public services is allocation problem. However, the core concept of allocation is fair in order to achieve a equalization supply of basic public services. Since the reform and opening up, with the increasing proportion of China's urban population, China is undergoing a rapid process of urbanization. The key problem of urbanization is not the increasing number of urban population, but given the rights to share the basic public services to protect the survival and development. Thus in the context of the rapid development of urbanization and the rapid growth of demand for public services, Equalization of basic public services(EBPS) have a profound impact on the development of regional economy and the changes of social structure. The report of the 17th Party Congress explicitly pointed out, to narrow the regional development gap, must pay attention to realize the equalization of basic public services, and guide the production cross regional factors flow.Compared with the free migration of the developed countries Population based on voting with their feet, China's urbanization process faces a number of migration barriers, formed with Chinese characteristics" floating population. "The reason for often flow is that those floating population can not enjoy the most basic public services. Therefore, in the rapid process of urbanization The Equalization of Basic Public Services is the key to promote social progress, to achieve political stability and fairness and justice. The effective ways of narrowing regional gaps are to accelerate the development of open and free flow of factor markets, and to promote the free movement of workers, and to stabilize the income gap between different regions, and thus to reduce the gap of the per capita basic public servicesThe relevant theoretical knowledge about public management, social policy, city and regional economics, welfare economic and statistics are applied to the research of the dissertation. On the basis of the process of rapid urbanization in China from 2000 to 2009, the dissertation deduces the conclusion that the linkages between the urbanization process and the equalization of basic public services are in accordance with practical experience, and then this dissertation evaluates the mechanism of supply and demand of basic public services and make predictions for the level of investment in the field of basic public services in order to put forward a long-term solution, and then this dissertation provides insight exploration of the constraints and barriers of the basic public services, and finally explores the experiences of developed countries to achieve the equalization of basic public services and put forward the policy path for China. The dissertation is divided into six parts, total seven chapters with reasonable structure and solid logic.The first part, the dissertation, on the basis of defining and summarizing the meaning and development process of urbanization and the basic public services, analyzes and concludes the pertinent theories on urbanization and public services, and makes the evaluation index system with the principles and actual conditions of basic public services.The second part, this dissertation further constructs the theoretical relationship model between the process of urbanization and the equalization of basic public services, and analysis on supply and demand influence factors of basic public services using China's provincial panel data to verify the influence of urbanization on the basic public service demand.The third part, this dissertation uses the evaluation index system to evaluate the gap of the supply of our country provincial basic public services, this study found that while the provinces economic actual strength gap is narrowing somewhat trend, but its per capita of basic public service expenditure level difference remained significant. At the same time, along with the promotion of the level of provincial urbanization, the gap of per capita financial expenditure in basic public services is still widening, and it shows that in the process of rapid urbanization the disparity of investment on basic public service is obvious, or the real urbanization is still facing some restrictions. In addition In addition, we further employs the entropy weight TOPSIS method for the decade from 2000 to 2009 to evaluate the level of the provinces of equalization of basic public services, and then get some new discoveries.The fourth part, this dissertation makes an analysis on the demand mechanism of the basic public services, and on the basis of the relevant research findings, explains the characteristics and structure of current demand about basic public services, and then analyzes the demand of the regional flow of population related current situation and problem, discusses the effect of the process of rapid urbanization on the demand of the basic public services.The fifth part, this dissertation makes an investment prediction of basic public services in the context of rapid urbanization, and then puts forward the future long-term equalization scheme, and studies the obstacles and constraints of implementation to the equalization of basic public servicesFinally, the dissertation summarizes some of the common approach of the world's major developed countries about the equalization of basic public services, and then attempts to discuss the basic law on the equalization of basic public services in order to put forward some policy suggestions for the sustainable development of the equalization of basic public services in China.
