A Study On The Equalization Of Urban And Rural Basic Public Services In The Process Of Urbanization In China

The equalization of basic public services between urban and rural areas in the process of urbanization in China is an important issue of people's livelihood under the new era of socialism with Chinese characteristics and the economic and social development of our country.In the new era of socialism with Chinese characteristics,the principal contradiction of our society has been transformed into the contradiction between the growing needs of the people for a better life and the unbalanced and inadequate development.In the process of satisfying people's increasingly livelihood demand,the equalization of basic public services between urban and rural areas will absolutely be the significant field.Since the reform and opening up 40 years ago,China's urbanization has experienced a large-scale and rapid development,but the narrowing speed of the gap between urban and rural basic public services is not obvious,which is far from the goal of equalization of urban and rural basic public services.At present,China's urbanization has entered a new stage of urbanization,providing a new opportunity for the equalization of urban and rural basic public services.Under this background,it shows great significance to study the path and strategy to realize the equalization of the basic public services between urban and rural areas.With regard to the equalization of basic public services between urban and rural areas,many scholars at home and abroad,from different angles,have discussed the connotation,theoretical basis,the relationship between the urban and rural equalization of basic public services and urbanization,the reasons for the inequality of basic public services between urban and rural areas and the countermeasures to realize the equalization of basic public services.The extensive researches have laid a foundation for further research.Most of the studies abroad are based on western political and administrative systems,whose western characteristics are not suit China's condition;while domestic studies on the evaluation and reasons for the inequality are now not systematic and practical.After systematically combing the researches of scholars at home and abroad,this paper uses the method of literature research and logical deduction to construct the dynamic mode of equalization of basic public services between urban and rural areas in the process of new urbanization.Based on the analysis of the connotation of equalization of basic public services in urban and rural areas,this paper expounds the objectives,influencing factors and institutional conditions of equalization of basic public services in urban and rural areas under the new urbanization.The core logic of this paper is that the new urbanization is based on the urbanization of people,aiming at improving the quality of people's life and satisfying people's need for a better life.The equalization of basic public services between urban and rural residents is the exact meaning.In the new urbanization construction which is based on the basic principles of “people-oriented,fair sharing”,“four modernizations synchronously,coordinating urban and rural areas”,it is necessary to establish a public service supply system that integrates the state,market,society and individual.Driven by the establishment of the concept of integrated governance of urban and rural development,the improvement of the mechanism for balanced allocation of urban and rural resources,the improvement of the public financial system,and the improvement of the basic rural public service system,the equalization of urban and rural basic public services presents a dynamic evolution trend.In the specific analysis of the development of urban and rural basic public services in the process of urbanization in China,this paper firstly analyzes the performance and impact of the non-equalization of urban and rural basic public services.Then,by establishing the evaluation index system of the equalization of basic public services between urban and rural areas,the urban and rural equalization of basic public services is statistically measured and tested.Taking interval number extended DEMATEL,projection pursuit method based on Real number coding and empirical verification of K-means cluster analysis as the research methods,and the 29 provincial administrative regions and 33 new pilot towns for urbanization as the research subject,the degree of equalization of basic public services between urban and rural areas is measured.Thirdly,this paper analyzes the reasons for the non-equalization of basic public services between urban and rural areas in the process of urbanization in China and adopts the statistical method of mixed model in the extended interval number DEMATEL model-differential evolution algorithm-structural equation model for empirical identification.Before exploring the countermeasures for China's urban and rural equalization of basic public services,this paper compares the British,American,European countries,Japan and South Korea to develop the practice of basic public service,summarizes the basic public service supply mode in these countries,and put forward some suggestions to throw some enlightenment and lessons to our country's equality.In the end of this paper,the author puts forward the countermeasures and suggestions for the equalization of basic public services in urban and rural areas under the new urbanization conditions.It is believed that the establishment of the national-society-market-individual public service supply integration system should be established in accordance with the basic principles of the new urbanization construction.In another word,it requires us to follow the philosophy of integrated governance of urban and rural development and allocate of urban and rural resources.Besides,by improving the system of public finance and perfecting the rural basic public service system with multi-element supply,the demands for basic public services in urban and rural areas are satisfied and their equalization will be gradually realized.Specifically,we should continue to deepen the reform of the urban-rural dual economic system and realize the governance model of urban-rural integration;we should change the appraisal mechanism of the local government and strengthen the supervision of basic public services;we must continue to deepen the reform of the financial and taxation system and provide policy guarantees for equalization of basic public services between urban and rural areas;we should explore the innovative supply mode of equalization of basic public services between urban and rural areas.
