The equalization of basic public services means that the government provides social members with the roughly equal and basic public products and services, which appropriates to the level of economic and social development, and can reflect the principles of fairness and justice. This is the equality of the basic conditions of survival and development. Realizing the significance of quantitative description and analysis to the level of public services for the ethnic minority areas in our country because of their wide geographical distribution and backward economic and social development, and we can see that there is a long way to make the achievement of the equalization of basic public services in the next decade.In this paper, I build the entropy weight-TOPSIS evaluation model based on the component index of economic and social development of the ethnic minority areas which includes basic education services, the medical and health services, the employment and social security services and the infrastructure services. Using the statistic data of these index from 2007 to 2012,I study the problem of the basic public service for the ethnic minority areas from state, province and national levels, respectively.The partial and total index scores and ranking can be done by our propounded model. I find there are differences of the situation of basic public services among regions and there is the gap between ethnic region and national average by comparing the scores. Furthermore, the level of basic public services development in minority areas can be divided into four categories by K-means clustering analysis method though which we can grasp the current development situation of basic public services in minority areas.The state enhanced the financial assistance to minority areas so that the basic public service level has been somewhat improved in recent years. In this paper, I compare the progress degree of the total index of basic public services and four component indices with national average in five years based on the statistics data of 2007 and 2012 for basic public services in ethnic region.To understand non-equalization degree of the basic public services in ethnic minority areas, I use the variation at coefficient to measure this non-equalization degree further and analyze its trends from 2007 to 2012.In order to analyze the basic public services development characteristics of each city further, I evaluate the efficiency of basic public services input and output in all regions by data envelopment analysis method and provide the reference to relevant departments about capital investment decisions and specific implementation to ethnic areas.The research results show that there is a certain gap of the situation of basic public services between ethnic minority areas and the whole country. Although this gap is becoming less as time goes on, it still exists. The difference of basic public services among various ethnic minority areas is obvious, but this non-equalization degree has been improved over time. It is also found that the input and output efficiency of public service in ethnic minority areas is constantly low. Finally I put forward some countermeasures and suggestions about the problems of basic public services development in ethnic minority areas.
