With the advent of globalization, information technology, market-oriented and knowledge-based economy, the government human resource management is gradually becoming mostly academics and study government departments. That is for government workers from the past to the use of personnel management to human resource resource management theory, method and technology, the introduction of market competition mechanism, improve the quality of public management and public service research enterprise is characterized by imitation, with the reform need to open in-depth and practice, government enterprise human resource management is imperative, and become part of the administrative reform content. Human Resource Management and the core is people-oriented, the people studied as a decisive factor affecting the development of the organization, is the modern management of a new field of study.Township government human resource management and work efficiency directly determines the level of the entire government and efficiency. Currently traditional government personnel management challenges faced by government departments and personnel administration original way gradually revealed deficiencies in many areas restricting the rapid development of China’s economy, the grass-roots government sector human resource management theory and methods is the main reason behind. Our research on the management of human resources the government has shown a significant lag situation, not suitable for fast, especially for research and exploration of human resource management of township government is no in-depth current society. In the current society, the township government for human resource management research is particularly important, more urgent, we must attach great importance to it, the township government to enhance the relationship between human resource management and determines the efficiency of the various departments of government. In this paper, the basic theory of human resource management as a starting point, theory and practice, the government on how to improve human resource management level towns were further exploration and deeper research. This aspect of the management situation through fieldwork, and the conduct of scientific analysis to identify the township government in human resources management drawbacks, dig the root causes of problems and proposed countermeasures to improve the township government and human resource management advice and innovation in order to improve the market economy to handle government relations and marketing, business and society, the right to shut the cage system, improving the market economy, promote development and administrative reforms to deepen China’s market economy.
