Since the 18th congress of the Communist Party of China(CPC),increasing attention has been paid to the building of grass-roots cadres at the grass-roots level,especially below the county level.The introduction of a series of policies to strengthen the management of civil servants in the township,the stability of the township civil servants team to improve the enthusiasm of the work of township civil servants,and enhance the ability of the township civil servants to solve grassroots complex issues have a positive meaning.However,subject to a variety of realistic factors,the current township civil servants human resource management is facing difficulties.Based on the statistical analysis of human resources related data of Y county township civil servants and the research on the specific situation of human resources management in Y county township civil servants,this paper,combining with the theory of human resource management,examines from the township civil servants,dispatch and flow,education and training,performance and assessment,salary management and other aspects of the current analysis of Y County township civil servants human resources management problems.The study found that the causes of these problems are both ideological conservative and institutional shackles.From the ideological point of view,mainly the concept of government human resources management lag,the civil servants of the township civil servants are not in place.From the institutional mechanism point of view,mainly the township civil servants human resources management system is not perfect,education and training mechanism is not perfect,the incentive mechanism is not perfect and so on.Through the analysis of the problems and causes of human resource management in Y county township,the author puts forward the corresponding countermeasures from the aspects of management idea,system construction and humanistic care.It is hoped that through the research of this paper,we can provide useful reference and reference for the human resources management of Y county township civil servants and improve the overall quality and level of Y county township civil servants.At the same time,it can also provide decision-making reference for further strengthening the human resources management of township civil servants at all levels of relevant government departments.
