Analysis On The Management And Service Of Innovative Floating Population In Xigang District

In recent years, with the gradual deepening of the economic system reformation and the increasing advance of industrialization and urbanization process in China, the scale of the floating population is also increasing rapidly. At present, the number of floating population has been more than 200 million. This large group, which is irreplaceable, has important an propelling effect on the development of our economic construction and process of industrialization and urbanization. However, the floating population gives urban construction for the energies but also brings urban management the impact as well as the challenge. The administration and service of floating population in urban areas has been a thorny issue we face. A series of management models of our own characteristics have been made until now, but some fresh management issues arise as the new generation of floating population continuously assembles to the urban. For these problems, it is explicitly advocated in the 18 th National Congress of the CPC that strengthening social construction should be under the conditions of improving people’s livelihood and innovating social management. Meanwhile, the improvement and innovation of the supervision and services for floating population is especially stressed. Xigang district government in Dalian responds to the call of government, names 2012 as the year of strengthening and making innovations in social administration and explores the appropriate management and service models for the floating population according to its own situation.
